Does anyone know why the highbeam turn-on is delayed by ~2 seconds after pushing the left beam control forward?

It seems odd. When I push the highbeam control to on, I want it on right at that moment, not some 2 seconds later. Not sure if this has anything to do with High Beam Control (HBC)?

Also, I noticed that while driving through a street with parked cars, the highbeams won't turn on at all... I suspect this is related to HBC, which would make HBC more of an annoyance in some scenarios.

Try disabling the HBC and see how it compares. I'm sure you're right, mine doesn't have that system and switching between high and low beam is instant.

Even yanking the fuse for it might help since that completely cuts off power circulation.
I think the only fuse will stop the lights working. It would have to be disabled somewhere in the settings.

The high beam control detects street lighting and turns of high beams as it does when detecting on coming traffic and traffic in front.
I think this is intentional, high beams just for highway.
