To drive on the beach in my state my cx-3 needs 7 inches of ground clearance. At the moment its about 6 inches. Will adding off-road tires add an extra inch of clearance?

Yes and no. In theory to get 1" tire 'lift' you need a full 2 inches overall height in the tire itself (since only the bottom will count for the extra height increase for clearance) and even then you would need tires on a dangerous level of psi to keep that 1" and not sag due to the vehicle weight. So it wouldnt even be an actual 1" on regular psi inflation and if you are on the beach it might be better to lower psi for a little better traction in general. Getting bigger tires as well as a spring lift will probably be the route to get the height you need.
