IIHS 25mph Activsense crash test

So, the IIHS 25mph crash test demonstrated that the CX-3 with activsense will automatically reduce speed down to about 2mph at the point of crash.

That's great... but why 2mph? Why not 0, and completely avoid the collision? The car and the detection systems all seem more than capable, with radar detection up to 200m and LIDAR up close. Wouldn't it be great if the car could just avoid collisions entirely up to some certain speed (45mph, 60, 70... whatever), given normal traction conditions? Seems perfectly doable given how well the car performs with MRCC.

I can make some guesses with performance of detection mechanism or the intent of Mazda (erring on side of driver, etc), but it'd be great to have some specifics on why this level of margin is in place.
